Submer: EUR 1B for a sovereign AI data center in Catalonia
Submer's official 11 July 2026 announcement adds a concrete building block to European sovereign AI: more than EUR 1 billion to turn the former Ercros site in Flix, Catalonia, into a sustainable AI data center developed and operated by Rubix Data Centers.
1. What is announced
Submer Group plans to invest more than EUR 1 billion in a next-generation AI data center in Flix. The project will be led by Rubix Data Centers, a Submer company, and is designed to provide the physical layer AI now depends on: power, land, cooling, buildings, and large-scale operations. The design highlights energy-efficient liquid cooling with no water consumption during normal operations.
2. Why this is a sovereign AI signal
Sovereign AI does not depend only on models or data residency. It also depends on Europe's ability to operate industrial sites that can host compute workloads, AI clouds, and inference platforms. The Flix project therefore connects local reindustrialization, infrastructure control, and compute capacity for European demand.
3. What organizations should verify
For Belgian and French companies, this type of announcement should make AI strategy more operational: where critical workloads will run, who operates the infrastructure, which service commitments cover availability, how data traceability is handled, and how energy cost is controlled.
