Submer Group plans to invest more than EUR 1 billion in a next-generation AI data center in Flix. The project will be led by Rubix Data Centers, a Submer company, and is designed to provide the physical layer AI now depends on: power, land, cooling, buildings, and large-scale operations. The design highlights energy-efficient liquid cooling with no water consumption during normal operations.

2. Why this is a sovereign AI signal

Sovereign AI does not depend only on models or data residency. It also depends on Europe's ability to operate industrial sites that can host compute workloads, AI clouds, and inference platforms. The Flix project therefore connects local reindustrialization, infrastructure control, and compute capacity for European demand.
